About the client

The Hong Kong Jockey Club (HKJC) is a world-renowned institution celebrated for its world-class racing events and substantial charitable contributions. The Club is building a new generation of cloud solutions to modernise its customer-facing digital channels – with a growing focus on customer identity, cybersecurity, and digital transformation.

Faced with these demands, HKJC engaged Agile Digital to assist with the delivery of a complex, enterprise-scale identity uplift.

The Challenge

HKJC’s existing customer identity platform had served the Club well over the years but was no longer suitable for the rapidly growing need to integrate new applications quickly and effectively.
The Club needed to:

  • Cut operational and cybersecurity risk from an ageing legacy platform.
  • Deliver modern, seamless authentication for its members.
  • Move to a resilient, low maintenance cloud architecture.
  • Migrate 2.8+ million customer identities (24 million source user records) without any service disruption.

The sheer scale demanded a carefully sequenced, phased approach. The solution had to keep the legacy and new systems in sync in real time, while new capabilities were delivered incrementally.

Our Approach

Agile Digital supported the enterprise identity uplift in three clear phases:

Phase 1:  Plan

Agile Digital worked collaboratively with HKJC executive, Club technical specialists, and technology partners to shape and schedule the full body of work across both access and identity management. The planning phase established:

  • A migration strategy for millions of user records, including sequencing, rollback planning and risk mitigation.
  • An ongoing data synchronisation design to keep legacy and new systems in sync throughout the transition.
  • A configuration and customisation roadmap for the Ping identity platform tailored to HKJC’s business and compliance requirements.

Phase 2:  Implement

The delivery team executed against a prioritised capability backlog, including:

  • Mass data migration & real-time synchronisation – configured the IDM to migrate over 24 million records, then enabled real-time event-driven synchronisation of identities, accounts and entitlements.
  • Custom user authentication flows – built scripted nodes and sub-trees for secure, flexible user authentication and controlled migration.
  • Audit logging – delivered a purpose-built audit logger and scalable logging service for complete end-to-end visibility and reporting.
  • Tailored IDM microservices – developed microservices to extend the Ping API stack with extra security controls and capabilities.
  • Knowledge transfer – ongoing knowledge transfer so HKJC teams could confidently operate and evolve the platform components independently.

Throughout the implementation, Agile Digital conducted ongoing knowledge transfer to empower HKJC staff and prevent knowledge bottlenecks, ensuring the Club could operate and evolve the platform independently.

Phase 3:  Hypercare Support

Agile Digital provided 24/7 hypercare support during the critical cut-over period from the legacy system to the new Ping solution – minimising risk during the highest-stakes window of the Club’s transformation program.

Key Outcomes

Phased transition – real-time synchronisation of millions of identities and entitlements let the legacy and new systems work together over a phased transition.

Manageable cutover – bootstrapped the new system with 24 million records, shortening the cutover window dramatically.

Stronger cybersecurity – custom scripted nodes and sub-trees lifted authentication security and reduced identity-based risks.

Full auditability – custom Ping nodes, a Solace-powered audit logger, and scalable persistence delivered complete visibility of user activity.

Secure APIs – Spring Boot microservices protected Ping APIs and added extra auditing capabilities.

Robust messaging – redelivery assurance ensured reliable data synchronisation; with undeliverable messages automatically detected for remediation.
